Historical Preface
This edition preserves and commemorates the Declaration adopted on April 15, 2015.
It is presented in a historical format for educational, archival, and website publication purposes. The Declaration was issued during a period in which members of the U.S.A.R. sought to formally organize a national government based upon principles of nationality, self-government, constitutionalism, and self-determination. The document recounts a long list of historical grievances which the authors believed demonstrated systemic injustices committed against Moorish Americans and other descendants of the original inhabitants of the Americas.

A Historical Look at the Founding Declaration of the United States of America Republic
On April 15, 2015, representatives of the United States of America Republic (U.S.A.R.) adopted and proclaimed a Declaration of Independence asserting the political self-determination of the Moorish American people and the establishment of a separate constitutional government.
The Declaration was modeled in form and language upon the American Declaration of Independence of July 4, 1776. Like its predecessor, it begins by asserting that when a people believe it necessary to dissolve political ties and assume a separate and equal station among the nations of the earth, they should openly declare the reasons for doing so.
All men are created equal!
Historical Record and Signatories
The original Declaration included a statement of grievances, declarations of principle, and the names of officers, delegates, ministers, governors, representatives, and other signatories who participated in its adoption. These names remain part of the historical record.

A Historical Look at the Founding Declaration of the United States of America Republic A Historical Perspective

The Declaration of Independence of the United States of America Republic (U.S.A.R.) stands as one of the foundational political instruments in the history of the modern Moorish American national movement. Adopted on April 15, 2015, the Declaration expressed the belief of its signatories that the Moorish American people possessed the inherent right of self-determination and the authority to organize themselves under a constitutional government of their own choosing.
Drawing inspiration from the language, structure, and political philosophy of the American Declaration of Independence of 1776, the U.S.A.R. Declaration asserted that when a people determine it necessary to dissolve political associations and establish a separate political existence, they have a duty to declare openly the reasons for such action. The document therefore serves not only as a declaration of political intent but also as a statement of historical grievances, constitutional principles, and national aspirations.
Historical Context
The Declaration emerged during a period of national reconstruction within the Moorish American community. Its authors maintained that generations of Moorish Americans had experienced political, social, and economic disadvantages resulting from historical systems of oppression, discrimination, and exclusion. The Declaration catalogued numerous historical events and policies which the signatories believed contributed to the condition of the people and justified the pursuit of self-government.
Among the events referenced were slavery, the Trail of Tears, Jim Crow segregation, the destruction of Black Wall Street in Tulsa, the Tuskegee Experiments, the COINTELPRO program, various race riots and massacres, and other incidents viewed by the authors as violations of fundamental human rights. The Declaration argued that these events constituted a continuous pattern of injuries and usurpations which required a political remedy.
The Principle of Self-Determination
At its core, the Declaration is grounded upon the principle of self-determination—the idea that every people possess the right to determine their own political status and to establish institutions capable of securing their safety, liberty, and happiness. The Declaration maintained that governments derive their legitimacy from the consent of the governed and that when governments cease to protect the rights of the people, those people possess the authority to alter or establish governments better suited to those ends.
This principle has long occupied a central position in political thought, appearing in the American Revolution, the French Revolution, anti-colonial independence movements, and modern international law. The U.S.A.R. Declaration placed itself within that tradition by asserting that the Moorish American people possessed the same natural rights enjoyed by all nations and peoples.
Constitutional Foundations
The Declaration did not stand alone. It served as one of the political foundations upon which the constitutional structure of the United States of America Republic was built. The document affirmed that legitimate government must be organized according to constitutional principles, public accountability, and the protection of individual rights.
The Declaration further proclaimed that the people possessed the authority to establish institutions capable of conducting governmental functions, including diplomacy, commerce, legislation, administration, and the preservation of public order. In doing so, the signatories expressed their intention to build enduring constitutional institutions rather than merely issue a political protest.
The Moorish American Political Question
One of the most significant aspects of the Declaration is its emphasis on nationality and political identity. The authors argued that political liberty cannot exist without a political body capable of protecting the rights of its members. For this reason, the Declaration viewed nationhood not merely as a matter of cultural identity or historical memory but as the practical exercise of organized government.
The Declaration therefore represented an effort to answer what its authors viewed as a longstanding political question: how a people could secure their rights, preserve their identity, and exercise self-government through constitutional institutions of their own creation.
A Statement of National Purpose
Beyond its legal and political assertions, the Declaration served as a statement of national purpose. It called upon future generations to continue the work of institution-building, constitutional development, economic advancement, and political organization. It expressed the belief that liberty requires responsibility that rights require protection, and that government must be founded upon principles capable of enduring beyond any single generation.
The document concluded with a pledge similar in spirit to that made by the American founders in 1776. The signatories committed themselves to the cause they had proclaimed, pledging their lives, fortunes, and sacred honor to the principles set forth in the Declaration.
Legacy
Today, the Declaration of Independence of April 15, 2015 remains a landmark document in the history of the United States of America Republic. Whether viewed as a constitutional proclamation, a statement of national aspirations, or a historical record of political thought, it occupies a central place in the development of the U.S.A.R. and its institutions.

The Moorish American People Have Established Themselves In The Free Lands Of America and We Intend That The Legislature Of The Continent Will Be Unified In Accordance With The Principles That Subject Alien Immigrants To The Unrestricted Force Of The Local Law.
We, The Moorish American People For The United States Of America Republic, Intend That, Very Soon The Doctrine Of The Domicile Will Be The One To Regulate In America. The Civil Status And Capacity Of Persons And Feeling Assured That It Will Constitute One Of The Most Characteristic Aspects Of A Juridical Pan America.
We Hold These Truths To Be Self-Evident that All Men Are Created Equal, That They Are Endowed By The Creator With Certain Unalienable Rights; That Among These Are Life, Liberty And The Pursuit Of Happiness. The Moorish American People Have Established Themselves In The Free Lands Of America and We Intend That The Legislature Of The Continent Will Be Unified In Accordance With The Principles That Subject Alien Immigrants To The Unrestricted Force Of The Local Law.
We, The Moorish American People For The United States Of America Republic, Intend That, Very Soon The Doctrine Of The Domicile Will Be The One To Regulate In America. The Civil Status And Capacity Of Persons And Feeling Assured That It Will Constitute One Of The Most Characteristic Aspects Of A Juridical Pan America.
We Hold These Truths To Be Self-Evident that All Men Are Created Equal, That They Are Endowed By The Creator With Certain Unalienable Rights; That Among These Are Life, Liberty And The Pursuit Of Happiness. That To Secure These Rights, Governments Was Instituted Among Men Deriving Their Just Powers From The Consent Of The Governed That Whenever Any Form Of Government Becomes Destructive Of These Ends, It Is The Right Of The People To Alter Or Abolish It and To Institute A New Government Laying Its Foundation On Such Principles And Organizing Its Powers In Such Form As To Them, Shall Seem Most Likely To Affect Their Safety And Happiness.
Prudence Indeed Will Dictate That, Governments Long Establishment Should Not Be Changed For Light And Transient Causes; And Accordingly All Experience Hath Shown, That Mankind Is More Disposed To Suffer, While Evils Are Sufferable Than To Right Themselves By Abolishing The Forms To Which They Are Accustomed, When A Long Train Of Abuses And Usurpations, Pursuing Invariably The Same Object
Evinces A Design To Reduce Them Under Absolute Despotism, It Is Their Right, And It Is Their Duty To Throw Off Such Government And To Provide New Guards For Their Future Security. Such Has Been The Patient Sufferance Of These Moorish American People; And Such Is Now The Necessity Of Which Constraints Them To Alter Their Former Systems of Government. State Sovereignty And Jurisdiction The Sovereignty And Jurisdiction Of This State Extend To All Places Within The Boundaries Of The Continental United States And Beyond.
